The oligarchy exists, world wide within every country, excepting for socialist nations such as Cuba or China, where a primary goal is to get rid of the oligarchies. However it seems to be the case, that new oligarchies come into being within the state government apparatus. This is natural to government policy that is stated as materialist. The oligarchies of various countries often contend with one another as imperialist ambitions.

Sometimes these incursions lead to war. Because oligarchy exerts influence either as passive or overt over the mass media, the popular conception of oligarchies are always as machinations of past history. The oligarchy is a completely separate culture within a given society, with its own schools, churches, clubs, associations, social societies, merchants and wherein the justice system is usually skewed so as exempt or coddle them, from the penalties that apply to everyone else.

The operation of democracy, is the election of representatives, that are voted upon in succeeding elections, and whose members come and go. The elected officials will attempt to conform policy of the various government agencies, to the politician?s philosophy as presented to the electorate, and will appoint functionaries to carry out that agenda. The oligarchy holds control over those government agencies, that can help them the most to further their accumulative advantage, or to protect what they already have.
