Authoritarian governments are defined as two fundamental types or Corrupt and Altruistic Authoritarianism. Corrupt Government uses the media to promote the interests of ruling cliques and perhaps classes. Altruistic Authoritarianism uses the media to promote the interests of the state, which is to conform to a specific model of society termed Authoritative Dictates. Corrupt governments often being composed of criminal elements, will use any means to control media content or eliminate it altogether. Altruistic Authoritarianism will employ some if not all of the methods of Corrupt Governments, but for reasons that the media should promote the values of an Authoritative Dictate, which is considered to produce the best society and benefit of the community as a whole.

Capitalist media has proven to be a catastrophe. Capitalist institutions of media are created by private individuals or groups, and can be bought and sold for free market value. Because Capitalist media is financed by advertising, the revenue of which is determined by the size of the audience, programing is based upon demographics, or the relationship of the audience with the advertising, like who buys what. Content has a propensity to proceed, not to what promotes good of the society as a whole, but to what generates the most revenue. The content also tends to proceed to those perspectives and values, which support and promote the principles and ideals of Capitalism, to the exclusion of alternative perspectives. A multiplicity of media operations has not proven to promote a diversity of opinion. Because financing is the same for all, content seems to become the same for all as well.

Market force operating funding is by direct purchase and advertising. Content is influenced by three factors. These are the perspectives of the Controlling Agency and Instrument, those of the advertisers, and that which is of interest and benefit of the purchasers. These three interests can be conflicting and a source of tension. The Controlling Agency and the advertisers will prefer to promote content which corresponds to its own cultural and political perspectives, as Capitalist, and in many cases that which serves self interests. The content itself has the propensity to proceed to that which promotes advertising and promotional interests.
